Reuters reports that cheaper, customizable open-weight models are gaining ground as businesses stop treating frontier capability as the default and start asking a less glamorous question: what produces the right result at the right cost?
That is especially relevant for UAE SMEs. The market now includes expensive frontier APIs, cheaper hosted models, downloadable open-weight systems and UAE-built options such as TII’s Falcon family. The smart choice is not one winner for every task. It is a routing decision: use the least expensive model that can reliably do the job, and pay for frontier intelligence only where it changes the outcome.
Model choice is becoming a cost and control decision, not a benchmark contest, as businesses discover many routine tasks do not need frontier-level capability.

The Market Is Moving From Capability to Economics
Reuters’ latest reporting captures a shift that has been building quietly: open-weight models from Chinese and US providers are getting more attention as businesses become stricter about AI return on investment. The question is no longer whether a model can top a benchmark. It is whether the extra capability is worth paying for on the specific work a company actually runs all day.
That does not mean frontier models are becoming irrelevant. They remain valuable for hard reasoning, complex coding, unusual edge cases and tasks where a small accuracy gain is worth a large price difference. The mistake is using that level of capability for every email classification, document extraction, product tag or routine internal summary simply because it is available.
AT&T Put a Number on the Routing Advantage
AT&T offers a useful real-world example, with the caveat that these are company-reported results. The telecom group says it processes an average of 45 billion AI tokens a day and found that only a small share of its work needs the latest, most sophisticated models. Its internal AI Gateway routes each request based on expected quality, speed and cost. AT&T says the approach has reduced AI costs by as much as 90% in some cases.
That is not a promise that a Dubai retailer or Abu Dhabi consultancy can copy a 90% saving. AT&T operates at enormous scale and built its own routing layer. The transferable lesson is simpler: model selection can happen per task, not per company. You do not need to declare allegiance to one model and send every workload through it.
The UAE Already Has an Open-Model Ecosystem
This is not just a US-versus-China story. Abu Dhabi’s Technology Innovation Institute has spent years building the Falcon family with open or openly available model weights and licenses designed to support research and commercial use. Current Falcon releases include smaller systems designed to run on lighter infrastructure as well as larger multimodal models. Exact licensing conditions still need to be checked model by model.
That local option matters because the UAE conversation around AI is increasingly about control as well as capability. A downloadable model can be deployed on infrastructure a company chooses, tuned for a narrow domain and kept behind its own access boundaries. That can be attractive for sensitive workflows, but only if the business has the technical team to secure, update and operate it properly.
Open-Weight Does Not Mean Free
This is where marketing language creates confusion. “Open-weight” usually means the trained parameters can be downloaded or accessed. It does not automatically mean the training data is open, the code is fully open source, commercial use is unrestricted, or the model costs nothing to run. A free download can still require expensive GPUs, cloud instances, monitoring, patching and engineering time.
Hosted frontier APIs move much of that operational burden to the provider. Self-hosted models give you more control but also more responsibility. For a five-person SME, paying an API bill may be far cheaper than hiring the expertise needed to run a model safely. For a company with a stable high-volume workload, the economics can flip.
A Better Default for UAE SMEs

The first step is measurement. Take a real sample of work and compare models on completion quality, not vibes. Measure error rate, time saved, cost per completed task and how often a human has to fix the output. A cheaper model that needs constant correction is not cheaper. An expensive model that eliminates an hour of specialist review may be.
We Have Already Seen the Cost Problem From the Other Side

Open-weight models add another option to that stack, but they also add a governance question. We have previously examined the risk of relying entirely on frontier AI access controlled by an outside provider. Local or portable models can reduce that dependency. They do not eliminate it if your hardware, cloud, updates or critical tooling still come from somewhere else.
The Robius Layer
The AI industry has trained buyers to think vertically: better model, higher score, newer release. Business software should be bought horizontally instead. Which task? Which data? Which risk? Which latency? Which cost? The model is one component inside that decision, not the product strategy by itself.
For most UAE SMEs, the winning setup will probably be mixed. Keep a strong frontier model for the work where it genuinely earns its price. Route repetitive tasks to something smaller. Test open-weight or local deployment when privacy, volume or vendor dependence justifies the operational burden. The best AI model is not the one with the highest benchmark. It is the cheapest one that consistently clears your required quality bar.
