This is a reference guide. Every platform below has been independently researched by Robius. License status has been verified against live regulator registers.

UAE crypto regulation sits across four bodies. VARA covers the Dubai mainland, excluding the DIFC. ADGM’s FSRA covers the Abu Dhabi Global Market. The CMA, formerly the SCA as of January 2026, covers the UAE mainland federally. DFSA covers the DIFC.

A license from any of these bodies means the platform met UAE regulatory requirements. It does not make crypto safe to invest in, and it does not protect you from hacks or market losses.

VERDICT: A license tells you who answers for the platform if something goes wrong. It does not tell you whether the platform has actually been targeted and breached before. Several exchanges below, including Rain and Bybit, hold genuine, verifiable UAE licenses and have still suffered real security incidents. Read the tier, then read the individual review, before deciding how much to hold on any single platform.
