UAE crypto regulation sits across four bodies. VARA covers the Dubai mainland, excluding the DIFC. ADGM’s FSRA covers the Abu Dhabi Global Market. The CMA, formerly the SCA as of January 2026, covers the UAE mainland federally. DFSA covers the DIFC.
A license from any of these bodies means the platform met UAE regulatory requirements. It does not make crypto safe to invest in, and it does not protect you from hacks or market losses.
What a Regulatory Tier Does — and Does Not — Tell You
A licence tells you which legal entity and regulator stand behind a platform if something goes wrong. It does not guarantee investment returns, prevent hacks or eliminate custody and operational risk. Several exchanges with genuine UAE licences have still experienced security incidents, so the regulatory tier should be read alongside the individual platform review.
