Turkmenistan Legalized Crypto Mining. Crypto Is Still Not Money There

Turkmenistan’s virtual-assets law took effect on January 1, 2026. Mining and licensed crypto services are permitted, but cryptocurrencies are not legal tender, miners must register and exchanges require Central Bank licenses.

Turkmenistan legalized cryptocurrency mining and created a licensing framework for crypto services from January 1, 2026.

That does not mean cryptocurrency became legal tender in the country.

Under the new virtual-assets law, cryptocurrencies are not recognized as money or a means of payment. They are treated as virtual assets under civil law.

Who can mine?

Mining is permitted for individual entrepreneurs and legal entities, but miners must complete state registration with the Central Bank. The rules also require mining equipment, a valid crypto wallet and compliance with technical and fire-safety requirements.

The law specifically prohibits hidden mining that uses someone else’s computing resources without authorization.

Exchanges are legal only inside the licensing system

Crypto exchanges and other virtual-asset service providers require Central Bank licenses. Customer wallets may be opened only after identification procedures that comply with anti-money-laundering requirements.

So “crypto trading is legal” is too broad. The useful distinction is that Turkmenistan created a legal route for regulated service providers rather than declaring an unrestricted crypto market.

The risk warning is written into the law

Crypto advertising must include warnings about risk and the possibility of losing all funds. The law also states that virtual assets are not backed by the state and that the state is not responsible for their devaluation or loss.
