Zoho Books vs Xero vs QuickBooks in UAE 2026: VAT, WPS, Gratuity and eInvoicing Compared

Updated September 2026: the original version of this comparison gave Zoho Books a permanent “clear leader” verdict for UAE compliance, described Xero and QuickBooks as needing accountants to bridge the final VAT-filing step, treated WPS as universal for every salary, and blurred statutory gratuity entitlement with accounting accrual.

The market has also changed quickly. Xero is now listed by the Federal Tax Authority as accredited Tax Accounting Software, its UAE VAT workflow maps accounting data to the VAT201 return, and UAE eInvoicing is now available through Xero using an accredited service-provider connection. Zoho Books can file VAT returns directly to EmaraTax and Zoho Software Trading LLC is now on the Ministry of Finance list of accredited UAE eInvoicing service providers. QuickBooks Online continues to document UAE-specific VAT codes and return preparation, but payroll and UAE eInvoicing need to be assessed separately from the accounting product.

THE ROBIUS READ: There is no single accounting-software winner for every UAE SME. Zoho currently has a particularly integrated UAE stack when Zoho Books is paired with the separate Zoho Payroll product, including direct EmaraTax VAT filing, WPS SIF generation, gratuity calculations and a Ministry of Finance-accredited eInvoicing service. Xero is now FTA-accredited tax accounting software, has a dedicated UAE VAT workflow and offers UAE eInvoicing through an accredited ASP, but UAE payroll still relies on a specialist third-party app. QuickBooks Online supports UAE VAT setup and return preparation, while businesses that need WPS, UAE payroll or eInvoicing should verify the additional products and integrations required. Choose the complete workflow, not the accounting logo.

First: Accounting, Payroll and eInvoicing Are Three Different Buying Decisions

The old comparison asked whether one accounting app could handle “VAT, WPS payroll and gratuity.” That makes the products sound more directly comparable than they are.

Zoho Books is the accounting product. Zoho Payroll is a separate UAE payroll product that integrates with it. Xero’s UAE accounting product currently tells customers to connect a specialist third-party payroll app. QuickBooks Online is also primarily the accounting layer in the UAE, and businesses should separately verify which local payroll product they will use for WPS and UAE employment calculations.

UAE eInvoicing is another layer again. It uses accredited service providers and the Peppol-based PINT-AE structure established by the Ministry of Finance. Being good at ordinary PDF invoicing or VAT bookkeeping does not by itself prove that an accounting platform is ready to act as, or connect to, the required eInvoicing service.

VAT: The Old Xero Comparison Is No Longer Correct

The previous article said Zoho was FTA-accredited while Xero merely provided reports that an accountant would need to translate into the UAE VAT return.

The Federal Tax Authority’s Tax Accounting Software Vendors page, last updated on 5 August 2026, now lists Xero, version 2026, with accreditation valid until March 2027. Xero’s UAE VAT product maps accounting data to the VAT201 return and can generate the FTA Audit File required for tax-audit purposes.

Zoho Books has also gone beyond the old description. Its UAE edition can connect to EmaraTax, fetch VAT returns and voluntary disclosures, identify mismatches, and file VAT returns directly from Zoho Books. Zoho says it is recognised by the FTA as a Digital Tax Integrator for that direct filing connection.

QuickBooks Online’s current UAE help documentation provides UAE-specific VAT codes, location handling and a VAT return form. Users can turn on UAE VAT, record transactions using the applicable codes and prepare the return for the relevant filing period.

That produces a more nuanced comparison than “Zoho files properly while the other two need translation.” The workflow and degree of direct integration differ, but all three should be evaluated using their current UAE product rather than old global-software assumptions.

FTA Accreditation and Direct VAT Filing Are Not the Same Badge

Another reason to avoid a one-line “FTA approved” winner is that different official designations can refer to different things.

  • Tax Accounting Software accreditation: the FTA maintains a register of accredited Tax Accounting Software Vendors. Xero is currently on that register.
  • Digital Tax Integrator: Zoho Books currently describes itself as recognised by the FTA in this role for direct EmaraTax VAT filing.
  • eInvoicing Accredited Service Provider: this is a Ministry of Finance accreditation under the UAE eInvoicing system. Zoho Software Trading LLC is currently on the MoF accredited ASP list. Xero’s current UAE eInvoicing flow tells customers to select accredited provider Casim through EmaraTax.

Those are different regulatory or technical roles. A buyer should ask which official list or integration a vendor is referring to instead of treating every “approved” claim as interchangeable.

WPS: Mandatory for Covered Employers and Workers, Not Literally Everyone

The old article said, “WPS is not optional. Salaries must flow through the Wage Protection System.” That was too absolute.

The Wage Protection System is mandatory for establishments and workers that fall within the applicable MoHRE framework, but the current rules contain exclusions. The UAE Government’s June 2026 guidance lists excluded worker categories including certain workers with judicial wage complaints, workers reported under the relevant absence process, workers whose freedom is restricted under a competent order, workers on documented unpaid leave, certain seafarers, qualifying foreign-establishment workers who are paid outside the UAE, and workers on mission permits of no more than three months.

The current rules also identify excluded employer categories including UAE-national fishing-boat owners, UAE-national public-taxi owners, banks and financial institutions, and houses of worship.

For an ordinary MoHRE-regulated private-sector SME with covered employees, WPS remains a core payroll requirement. But software guidance should say “WPS-compliant where WPS applies”, not imply every UAE salary legally has to use the system.

Zoho Payroll Does Handle UAE WPS — but It Is a Separate Product

Zoho Payroll’s current UAE product generates WPS-compatible Salary Information Files, supports UAE pension and social-security workflows, calculates end-of-service benefits for eligible employees and integrates with Zoho Books.

That is a genuine advantage for a business that wants one vendor ecosystem. But the old “Zoho Books does UAE compliance out of the box” verdict hid the commercial reality that payroll is not simply a feature included inside every Zoho Books subscription.

Zoho Payroll currently has its own pricing. The Standard plan is advertised at AED 35 per organisation per month when billed annually and includes five employees, with additional-employee charges. Higher payroll tiers cost more. A fair comparison therefore adds Books + Payroll rather than comparing the price of Zoho Books alone against a competing accounting subscription plus its payroll app.

Xero UAE Payroll Still Uses Specialist Apps

Xero’s current UAE payroll page is explicit: UAE businesses need to integrate a third-party specialist payroll app. Payroll data can then flow back into Xero so the accounting records and payroll expenses remain connected.

This is not necessarily a weakness for every company. A larger business may already use a dedicated HR/payroll platform and prefer accounting software that integrates with it. For a small employer that wants one vendor and fewer moving parts, however, the additional payroll product should be included in both implementation effort and total cost.

Do not confuse Xero Payroll pages describing HMRC, ATO or other country-specific payroll systems with UAE-native payroll. Xero’s own UAE guidance is the relevant source for a UAE company.

QuickBooks: Verify the UAE Payroll Stack Separately

QuickBooks has an active UAE product and current UAE VAT documentation. Its public UAE accounting pages also emphasise connections to third-party apps.

For a UAE employer, that is not enough to assume WPS, gratuity and local payroll are handled natively. Before choosing QuickBooks, identify the actual payroll system you will use and verify that it supports the company’s WPS status, SIF generation, UAE leave and overtime rules, pension requirements where applicable, final settlements and end-of-service calculations.

If a QuickBooks reseller or implementation partner supplies a UAE payroll add-on, price and assess that product separately rather than attributing its features to core QuickBooks Online.

Gratuity: Legal Entitlement and Accounting Provision Are Different Questions

The old article said “end-of-service liability accrues from every employee’s first day.” That sentence mixed accounting and employment law.

Under the UAE Labour Law framework, an eligible expatriate private-sector worker becomes entitled to statutory end-of-service gratuity after completing at least one year of continuous service. A worker who leaves before one year is not entitled to that statutory gratuity under the general rule. Once the one-year condition is met, fractions of a year are included proportionately, subject to the applicable rules and unpaid-absence treatment.

Accounting can be different. Depending on the company’s financial-reporting framework, an employer may need to recognise an employee-benefit expense and liability during service rather than waiting until the employee exits. Zoho itself now publishes guidance on gratuity provisioning under IAS 19 and added a February 2026 feature that can post gratuity accrual journal entries from Zoho Payroll into Zoho Books for eligible employees.

The software should therefore support both the legal final-settlement calculation and whatever accounting provision methodology your accountant or auditor requires. One should not be used as shorthand for the other.

UAE eInvoicing Is Already in Pilot — and the Deadlines Are Now Specific

The old article simply told readers to ask vendors whether they were “ready” for future UAE eInvoicing. By September 2026, the programme is much more concrete.

  • Pilot: the UAE eInvoicing pilot began on 1 July 2026 with selected taxpayers.
  • Revenue AED 50 million or more: the Ministry of Finance extended the deadline to appoint an Accredited Service Provider to 30 October 2026; mandatory eInvoicing starts 1 January 2027.
  • Revenue below AED 50 million: appoint an Accredited Service Provider by 31 March 2027 and implement eInvoicing from 1 July 2027.
  • Government entities in scope: appoint an ASP by 31 March 2027 and implement from 1 October 2027.

The system uses the OpenPeppol framework and PINT-AE structured invoice format. Businesses in scope select an accredited service provider through EmaraTax and enter into a commercial agreement with that provider.

Zoho and Xero Now Have Concrete eInvoicing Paths

The Ministry of Finance’s accredited ASP list, updated on 9 September 2026, includes Zoho Software Trading LLC with accreditation number 121988. Zoho Books also advertises PINT-AE support and integrated UAE eInvoicing capability.

Xero says UAE eInvoicing is now available through its platform. Its current setup instructs a UAE customer to connect the organisation through Xero’s eInvoicing platform and select Casim L.L.C-FZ as the UAE Accredited Service Provider in EmaraTax. Casim appears on the Ministry of Finance accredited ASP list.

That means the old advice to obtain vague future-readiness promises is obsolete for these two products. Ask for the live onboarding route, ASP, supported plans, commercial terms and whether your invoice workflows and ERP integrations are covered.

For QuickBooks, Robius did not find an equivalent UAE-specific ASP/eInvoicing workflow in the current official UAE product material reviewed for this update. That does not prove one will not be available before a business’s mandatory deadline. It means a buyer should obtain the current UAE eInvoicing architecture from Intuit or its implementation partner rather than assume ordinary QuickBooks invoicing satisfies the mandate.

Pricing: Compare the Stack You Actually Need

“Zoho is priced low” was too simplistic because feature requirements determine the real stack.

Zoho Books currently starts with a free tier subject to its conditions, while its Standard plan is AED 69 per organisation per month or AED 60 per month when billed annually. Zoho Payroll is priced separately. Xero’s UAE list prices currently range from a low-feature Lite plan through Starter, Standard and Premium, with regular prices displayed in USD and promotional pricing for new customers; Xero has also announced another pricing change from 1 November 2026. QuickBooks UAE uses plan-based pricing and promotions that can change at checkout.

For a useful comparison, calculate a 12-month total including accounting, payroll, extra users, document capture, expenses, inventory, projects, bank feeds, implementation, accountant access and eInvoicing or ASP charges where applicable.

A Better UAE Decision Framework

  • VAT: verify the current UAE return workflow, FTA audit file and whether filing is direct or requires an upload or portal step.
  • Payroll: identify whether payroll is native, a separate product from the same vendor or a third-party app.
  • WPS: if your establishment and workers are in scope, verify SIF creation, payment workflow and current MoHRE requirements.
  • End of service: check final-settlement calculations and your accounting treatment for employee-benefit provisions separately.
  • UAE eInvoicing: identify the accredited ASP, PINT-AE workflow, deadline for your revenue band and any additional commercial agreement or fee.
  • Bank feeds: verify your exact UAE bank and account type instead of assuming every feed works equally well.
  • Corporate Tax: check the reports and adjustments your accountant actually needs; software does not determine tax treatment by itself.
  • Accountant and auditor: include their preferred workflow and migration cost, but do not let familiarity substitute for current UAE compliance capability.
  • Total cost: price accounting plus payroll, users, add-ons, implementation and eInvoicing rather than comparing headline subscription prices.

The Bottom Line

The July article was right that UAE-specific compliance matters more than a generic feature leaderboard. It was wrong to turn that insight into a permanent Zoho win.

Zoho currently offers a strong integrated UAE route when Zoho Books and Zoho Payroll are used together: direct EmaraTax VAT filing, UAE payroll, WPS SIF generation, gratuity functionality and a Ministry of Finance-accredited eInvoicing service. But those are not all one subscription, and the exact plan cost matters.

Xero’s UAE position has strengthened materially. It is now on the FTA Tax Accounting Software register, has a UAE VAT workflow and offers UAE eInvoicing through accredited ASP Casim. Its UAE payroll model still relies on specialist third-party software, which may be either a disadvantage or a deliberate fit depending on the company’s existing HR stack.

QuickBooks Online remains a viable accounting platform with UAE VAT functionality, but a UAE company should establish its payroll/WPS and eInvoicing architecture before standardising on it. The winner is the system that covers your actual compliance and operating workflow with the fewest risky manual handoffs at a total cost you understand.
