Bayzat vs Zoho Payroll vs ZenHR UAE 2026
Every UAE employer must process salaries through the Wages Protection System. Get it wrong and fines start immediately. We compared all three leading platforms on the things that actually matter: WPS SIF generation, EOSB calculation, MOHRE integration, and the hidden costs that do not appear on pricing pages.
What WPS Actually Requires
The Wages Protection System is a mandatory salary transfer mechanism operated by MOHRE. Every private sector employer in the UAE must process salaries through it. Non-compliance triggers fines starting at AED 1,000 per worker per month, hiring restrictions, and at repeat offence level, licence suspension.
The technical requirement: your payroll software must generate a Salary Information File (SIF) in the exact MOHRE-specified format, submitted to a WPS-approved payment agent. If your software cannot generate a valid SIF file, you cannot legally run payroll in the UAE. This is the first question to ask of any platform.
If your payroll software generates a WPS SIF file as a feature add-on rather than a core function, it is the wrong software for a UAE business.

Bayzat: UAE-Native Design, and It Shows
Bayzat was founded in Dubai and built around UAE regulatory requirements from day one. WPS SIF file generation is automatic. MOHRE employer mapping is pre-configured out of the box. EOSB calculations follow UAE Labour Law automatically, including the fixed-term versus indefinite contract distinction that catches many employers out.
The practical importance of native design: MOHRE updates its SIF file format specification periodically. With Bayzat, those updates are pushed to customers automatically. With a global platform retrofitting WPS, updates require customer action, and a missed update means a rejected SIF file, which means a non-compliance flag, which means a potential fine.
The additional advantage for Dubai-based businesses: Bayzat integrates health insurance management, which is mandatory for all Dubai employees under the Emirates Health Insurance Law. Having payroll and insurance in one platform eliminates the reconciliation gaps that arise when separate vendors handle connected compliance obligations. No other platform on this list offers this.
Limitation: Bayzat is a direct employer platform only. No Employer of Record (EOR) capability. If you need to hire staff without a UAE entity, look elsewhere.
Bayzat verdict: Best overall for UAE SMEs with 5-200 employees. Native WPS design and Dubai health insurance integration justify the premium over alternatives.
Zoho Payroll: The Right Choice If You Are Already in the Zoho Ecosystem
Zoho Payroll is WPS-compliant, handles EOSB correctly, and manages UAE leave accrual. Its genuine advantage is Zoho Books integration: payroll-to-accounting journal entries happen automatically, removing the monthly reconciliation process that creates errors and takes hours of finance team time.
Pricing is transparent and lower than Bayzat at entry level, around AED 17 per employee per month. For very small businesses under 15 employees, this difference is meaningful. The limitation: no DEWS support, making it unsuitable for DIFC-registered employers. Fewer UAE-specific HR features than Bayzat, which matters if payroll is part of a broader HR management requirement.
Zoho Payroll verdict: Right for Zoho Books users and businesses under 50 employees. Not suitable for DIFC employers.
ZenHR: Built for GCC Scale, Not UAE Startups
ZenHR covers UAE, Saudi Arabia, Jordan, Egypt, Kuwait and more with solid WPS implementation and genuine multi-country payroll strength. If you have GCC-wide operations with different labour law requirements per country, ZenHR handles that complexity natively.
The trade-off: quote-based pricing, implementation complexity, and setup fees that are not justified for a single-entity UAE business under 50 employees. Choose it when you have outgrown Bayzat or Zoho’s geographic reach.
ZenHR verdict: Best for multi-country GCC operations. Overkill and over-budget for a single-entity UAE business under 50 staff.
The Risk Most UAE Companies Underestimate
MOHRE can restrict a company’s ability to issue new work permits when WPS compliance lapses. In a market where hiring timelines are tight, a hiring restriction is not theoretical — it is an operational crisis. The fine for first-time non-compliance starts at AED 1,000 per worker per month. For a 20-person business, that is AED 20,000 per month for as long as the issue persists.
The right payroll software eliminates this risk entirely. The wrong one creates it invisibly, until the MOHRE flag arrives.
