The UAE has solved one government-service problem and created another.
More services are digital than ever, but residents now have several official apps that can all look like the place to start: UAE PASS, UAEICP, DubaiNow, TAMM and RTA Dubai.
They overlap. They are not interchangeable.
The simplest way to think about the stack
UAE PASS is your identity. UAEICP is federal identity, residency and visa administration. DubaiNow and TAMM are city-level service aggregators. RTA Dubai is the specialist transport app.
That single distinction removes most of the confusion.
UAE PASS: the key, not the service counter
UAE PASS is the national digital identity and signature layer. It lets residents authenticate themselves across government and private-sector services and sign documents digitally.
In practice, UAE PASS often gets you into another service. It is the login and identity layer behind many of the transactions you complete elsewhere.
If an app asks you to “sign in with UAE PASS,” that is exactly what it is doing: using UAE PASS to prove who you are.
UAEICP: identity, residency and visas
The UAEICP app is the federal app for identity, nationality and residency services. ICP lists Emirates ID issuance, renewal and replacement, residency permits, visa applications, sponsorship management, fines and document tracking among the services available through the platform.
That makes UAEICP the app to think about when the problem is tied to your federal identity or immigration file.

DubaiNow: one front door for Dubai city services
DubaiNow describes itself as a single city-services app and currently lists more than 280 services from over 44 government and private entities.
Its strength is breadth. Bills, housing, residency-related journeys, driving, health, education and other city services can sit under one account instead of forcing residents to remember which department owns every transaction.
That makes DubaiNow useful when you know the job you need done but not necessarily which Dubai entity owns it.

TAMM: Abu Dhabi’s service layer
TAMM plays a similar aggregator role for Abu Dhabi, bringing government journeys into one platform rather than asking residents to navigate separate entity websites.
The useful thing to watch is how those journeys are being collapsed. Robius recently covered how TAMM combined certificate issuance and attestation into one flow. That is a better sign of digital-government progress than simply counting how many services appear in a menu.
RTA Dubai: use the specialist app when transport is the job
RTA Dubai is the specialist app for Dubai transport and road services. RTA lists parking, parking permits, driving-licence renewal and vehicle-test bookings among the functions available through the app.
DubaiNow can surface some transport services too, but when the task is specifically driving, parking, licensing or another RTA-owned process, going straight to RTA Dubai is usually the cleaner route.

Which apps should a UAE resident actually keep?
- Almost everyone: UAE PASS.
- Residents handling Emirates ID, residency or visas: UAEICP.
- Dubai residents: DubaiNow.
- Abu Dhabi residents: TAMM.
- Dubai drivers: RTA Dubai.
You may need several. The point is not to find one winner. It is to understand which layer owns which problem.
