The UAE’s Tourist VAT Refund Just Became an AI Workflow. Here Is What the System Actually Decides

The UAE has launched an AI-powered tourist VAT refund platform at three airports. The important change is not just facial recognition. AI now helps decide who can complete…

ROBIUS ACTION BRIEFThe practical takeaways
Why it matters

AI now helps route tourist VAT refund claims between automatic processing and further inspection, turning a government AI feature into a real operational decision.

Who should care

Tourists shopping in the UAE, retailers in the refund scheme, airport operators and government-service teams.

Opportunities

The new workflow can reduce manual verification, shorten refund times and make the departure process more predictable for eligible tourists.

Risks or limitations

Paperless does not mean inspection-free. Some claims still require physical verification, and the public release does not disclose false-routing or model-error rates.

What happens next

Watch inspection rates, complaint volumes, refund timing by payment method and whether the system expands to more departure points.

What you can do

Use the official Planet app, keep purchased goods available for inspection and separate airport processing time from actual refund settlement time.

The UAE has launched an AI-powered tourist VAT refund platform at Zayed International Airport, Dubai International Airport and Sharjah International Airport.

The headline feature is facial recognition.

The more important change is that AI now helps decide which refund journey a tourist follows.

The system can route some tourists past inspection

The Federal Tax Authority says the platform analyses the nature of a tourist’s transactions and identifies claims eligible for automatic refund where no purchases require physical inspection.

If no inspection is required, the tourist can complete the process in the Planet mobile app without proceeding to an in-person verification step.

That is a real decision point.

The AI is not merely translating instructions or filling a form.

It is helping determine whether the claim can proceed through the lower-friction path.

The process begins before the airport desk

Tourists register in Planet’s mobile app by scanning their face and capturing images of their passport and bank card.

At the airport, they scan a dynamic QR code displayed at tax-refund service points.

The platform then directs them through the appropriate process.

If inspection is required, the app sends the tourist to smart gates using facial recognition, where identity and transaction details are matched before the traveller is directed to the relevant kiosk.

One business day is the refund target, not the airport processing time

The FTA says the overall time required for tourists to receive VAT refunds has been reduced to one business day, compared with about nine days previously.

That should not be confused with the time needed to complete the airport verification step.

The airport interaction can take minutes.

The refund settlement still depends on the selected refund method and processing flow.

The service is now paperless, but it is not inspection-free

The platform is described as 100% paperless.

That does not mean every tourist automatically receives a refund without verification.

The system is specifically designed to separate transactions that can proceed automatically from those that still require inspection.

Purchased goods may therefore still need to be presented when the system requires it.

The old rules around eligibility still matter

AI does not change the legal conditions for tourist VAT refunds.

Eligible tourists still have to meet the scheme’s requirements.

The FTA service rules include conditions around tourist status, minimum spend, eligible retailers, validation timelines and the possibility of presenting goods for inspection.

The interface has changed.

The tax rules have not disappeared.

The scale is already large

The FTA says around AED4.2 billion has been refunded to tourists since the digital refund scheme launched in 2018 through approximately 25 million tax-refund transactions.

The authority expects about four million transactions worth roughly AED692 million over the year from November 2026 to October 2027.

Those are scheme-level projections and historical totals, not results generated by the new AI platform alone.

The automation creates a new fairness question

If AI decides that one tourist can complete the process automatically while another must go through inspection, the routing logic matters.

The system needs to minimise both false positives and false negatives.

A false positive could allow an ineligible claim through.

A false negative could create unnecessary friction for a legitimate tourist.

That means the quality metric should not only be speed.

Fraud detection is part of the system too

The FTA says AI is used to detect unusual patterns during verification.

This is another area where the system moves beyond convenience.

It is simultaneously trying to accelerate legitimate claims and identify transactions that deserve more scrutiny.

That balance matters because a faster government service can still fail if fraud controls become weaker.

Digital payments are already becoming the default environment

Dubai recently reported a 90.1% cashless-transactions index.

The tourist VAT platform fits the same direction.

The payment, identity, tax and travel layers are being connected so the user has fewer separate steps.

The stronger digital experience comes from integration rather than one isolated AI feature.

Official systems can still sit inside a fraud chain

Robius recently examined a fraud model where criminals used real government payment portals with stolen cards.

The lesson applies here too.

A legitimate app or airport screen is important, but users should still be careful about links, payment requests and third parties claiming they can “speed up” a refund outside the official process.

What tourists should know before leaving the UAE

  • Use the official Planet tax-refund app and FTA guidance.
  • Keep the purchased goods available in case inspection is required.
  • Do not assume every claim will skip physical verification.
  • Check the refund method and settlement timing separately from airport processing time.
  • Do not pay an unofficial intermediary to “unlock” or accelerate the refund.

The Robius Read

The most important change in the new tourist VAT platform is not facial recognition.

It is decision routing.

AI now helps decide which claims can move through a low-friction path and which require more verification.

That is where government AI becomes operational rather than decorative.

The next useful evidence will be inspection rates, false-routing rates, complaint volumes and whether the one-business-day refund target holds across different payment methods and travel peaks.
