The government is doing more of the form-filling

The new scholarship platform sits inside EduHub, the UAE’s unified higher-education digital portal. According to the Ministry, applicants now complete three steps instead of five, enter four fields instead of 22 and provide only two documents.

That reduction comes from direct digital connections with the Federal Authority for Identity, Citizenship, Customs and Port Security, the National Service and Reserve Authority and the Ministry of Education. Personal information — and government-curriculum high-school transcripts where applicable — can be retrieved through those integrations instead of being typed or uploaded again.

AI is used to read and verify documents. Scholarship agreements can also be signed electronically, while applicants receive status notifications and can message the relevant department through the platform.

Why the five-minute claim needs one qualifier

The Ministry describes five minutes as the minimum time required to submit an application. That is not the same as a five-minute scholarship decision or approval.

The Ministry has not published a new guaranteed decision time, approval rate or automated-decision threshold. The useful change is narrower and more concrete: less information is being manually re-entered because government systems are exchanging it directly.

This fits a wider UAE government-service shift

The Ministry says it will measure completion times, the number of steps, the share of transactions processed digitally and customer satisfaction. Those operating metrics will be more useful than the launch claim alone because they can show whether the shorter application journey works at scale.
