Historical update: this article was originally published on January 14, 2025, when TikTok’s U.S. future was unresolved.
The original headline made a reported contingency scenario sound too much like a developing transaction.
Bloomberg reported in January 2025 that Chinese officials had discussed an option in which Elon Musk or his X platform could take control of TikTok’s U.S. operations if the app could not avoid a U.S. ban. The report itself said there was no final decision and it was unclear whether Musk, TikTok or ByteDance had discussed such a deal.
TikTok rejected the report at the time, calling it speculative. The important correction with hindsight is simpler: the Musk transaction did not happen.
What happened instead
The U.S. ultimately moved toward a different ownership and control structure for the American TikTok service.
In a July 2026 legal opinion, the U.S. Department of Justice described the TikTok U.S. Data Security, or USDS, Joint Venture as functioning independently of ByteDance and being majority-owned by American investors.
The Justice Department also said the joint venture had revised the recommendation algorithm and cybersecurity program originally developed by ByteDance. The opinion concluded that the U.S. version did not fall under the federal-government-device prohibition that applies to versions developed or provided by entities controlled by ByteDance.
Why the 2025 rumor still matters
The report was useful as evidence of how many contingency scenarios were being discussed while TikTok faced a divest-or-ban deadline. It was not evidence that a Musk purchase had been negotiated or agreed.
That difference is exactly why rumor-stage reporting needs strong labels. “Officials discussed a scenario” is not the same thing as “a company is being sold.”
