OpenAI launched Presence on July 22 as a managed platform for voice and chat agents that can use company systems and take approved actions. It is available only through limited general availability, not as a self-serve product. The public headline is an enterprise agent. The real buying decision is the operating boundary around that agent.

The product is not simply a stronger model connected to a help desk. OpenAI says exact models, capacity, data handling, pricing, and service commitments are defined for each deployment. For a UAE buyer, the missing details are therefore not footnotes. They are the procurement file.

What OpenAI Actually Launched

Presence combines OpenAI models with policies, standard operating procedures, business-system connections, simulations, evaluations, guardrails, approved actions, and escalation routes. An agent can retrieve information, update a system, complete an approved step, and hand the case to a person when policy or risk requires judgment.

Each deployment begins with a defined job. OpenAI gives the example of billing, insurance claims, IT support, procurement, and other repeatable workflows. OpenAI reports that Presence powers its English-language phone support and now resolves 75% of inbound issues without human assistance. The company also says a Codex-powered improvement loop reduced human handoffs by 15 percentage points in 10 days.

Those numbers are useful evidence that the product is operating at real scale. They are still OpenAI’s own measurements from OpenAI’s own support environment. The public material does not provide an independent audit, the underlying case mix, the failure rate by category, or the cost per resolved issue.

A UAE buyer should therefore treat the figures as a reason to run a serious pilot, not as a promise that the same result will transfer to Arabic support, regulated complaints, insurance claims, travel disruption, or another local workflow.

The commercial opportunity is real because many interactions follow repeatable policy and still require access to live systems.

The sources checked do not publish a UAE customer list, local availability guarantee, Arabic performance result, or standard data-location commitment. Those points must remain open until a buyer receives deployment-specific documentation.

One global agent still needs jurisdiction-specific controls.

The procurement trap is buying the word agent while leaving the operational questions for implementation. By then, the data routes, support promise, and business case may already depend on assumptions nobody approved.
