Revolut Just Got Closer to Launching Crypto in the UAE. It Is Not Live Yet.

Revolut announced on July 15, 2026 that it secured in-principle approval from Dubai’s Virtual Assets Regulatory Authority. The approval covers crypto broker-dealer, investment, and exchange services in the UAE.

Headlines calling this a license are not exactly wrong. But they skip the part that matters to anyone waiting to use it. In-principle approval is a real regulatory milestone. It is still not a live, operational service.

An in-principle approval is not a license. VARA granted Revolut’s UAE entity in-principle approval for a Virtual Asset Service Provider license. It covers broker-dealer functions, management and investment operations, and exchange services, delivered through Revolut’s main app and its standalone exchange, Revolut X. This builds on Stored Value Facilities and Retail Payment Services licenses Revolut secured from the Central Bank of the UAE in June 2026. VARA runs a two-stage licensing process specifically so that in-principle approval alone does not permit a company to start serving customers. Revolut still has to complete final regulatory approval before any UAE crypto service goes live.

What In-Principle Approval Actually Confirms

VARA’s in-principle sign-off indicates the regulator has reviewed a company’s compliance frameworks and found them acceptable as a foundation. That is substantive. Most applicants do not reach it without real regulatory work behind them.

It is also meaningfully different from a company simply stating an intention to apply. Compare it to the pre-launch position of Mal, which raised $230 million and still holds only in-principle CBUAE approval. Revolut has already cleared real scrutiny to get where it is.

What Still Has to Happen Before It Is Live

VARA’s two-stage process means Revolut needs final regulatory approval before any UAE customer can buy, sell, or hold crypto through the platform. As of this writing, 51 firms had reached VARA’s full operational licensing stage. Revolut is not one of them.

The company describes the next phase as testing, compliance certification, and operational preparation. Those steps take real time. None of them are guaranteed to complete on a specific date.

The Broader Licensing Picture Revolut Has Built

This crypto approval sits on top of licenses Revolut already holds. The Central Bank of the UAE granted Revolut Stored Value Facilities and Retail Payment Services licenses in June 2026. So Revolut’s non-crypto payments business in the UAE already runs under genuine CBUAE authorization.

Add the VARA in-principle approval and you get a real multi-regulator stack. That matters more than it sounds, because the UAE has two separate crypto regulators, and which one licenses your platform decides what protection you actually get.

How This Compares to Other Recent UAE Entries

Robius covered Kraken’s May 2026 VARA approval, also described in initial coverage as preliminary. Revolut’s situation follows the same pattern. Real approval, genuinely meaningful, still short of full operational status.

Kraken has since indicated it expects to complete its UAE launch shortly after that preliminary approval. That gives a rough sense of timeline. It is not a promise that Revolut follows the same schedule.

There is a closer parallel worth reading. Bybit holds a full federal license but leaves Dubai residents in a different situation, which is the clearest example of how a headline license can still not reach you where you actually live.

Do not assume Revolut crypto is available in the UAE just because headlines say the company secured a license. Check inside the Revolut app, or through Revolut’s official UAE communications, for confirmation that crypto trading is actually live.

Revolut reports more than 75 million customers globally, including over 16 million crypto customers in markets where the service is fully operational. That is a genuine scale signal. It is also separate from the question of UAE availability today.
